|a This report examines Some issues that would I affect the refining industry if the requirements for hazardous air pollutants set out in Title III of the Clean Air Act Amendments were to impede the market entrance of oxygenated fuels, as me; required by Title II. It describes the mandate for reformulated gasoline; considers gasoline characteristics in light of component shifts in refining; examines the supply of, demand for, and cost of various feedstocks and blendstocks; and identifies the emissions and atmospheric impacts that might result from the production and use of reformulated gasoline. Attention is focused on methanol and MTBE, two potential blendstocks that are also hazardous air pollutants, and on maximum achievable control technology standards, which might be applied to the stationary sources that produce them.
