520 3 |a This study reports on a review of the safety programs and performance at 13 Department of Energy contractor facilities, involving over one-half million man-years of experience. Safety performance was compared with the size of staff and safety department funding over an 11-year period (1980-1990). Indicators of safety performance were taken as lost workdays, recordable injuries, accidental dollar losses, worker radiation dose, and worker̀s compensation expenditures. Safety performance was found to be independent of, or even inversely related to, safety investment. Those organizations with the largest safety programs also experienced the greatest accidental losses.
