Summary: | In comparison with the context in which reforms usually occur, the current vocational education and training (VET) reforms in Central and Eastern Europe (CEE) and New Independent States (NIS) have these two unusual aspects: breadth, range, and depth of VET reforms are extremely large; and the reform process is exceptionally rapid. The European Union grants financial support through the Phare and Tacis programs. Increased demand for training and retraining has resulted from industry restructuring, absorption of surplus labor from other sectors and industries, and pressure to raise level of competitiveness. Although the countries shared a common starting base for reforms, huge differences exist in the state of VET reforms. Reforms in NIS and Mongolia are much slower given the extreme scarcity of resources, high degree of central control, and lack of efficient management structures. Reforms in CEE have often been initiated at the grassroots level. Within these two groups, the picture is not homogenous, depending on when reforms started and economic dynamics; legislative frameworks; history, culture and ideologies; importance attached to education and training; and the extent of external support. The countries face the following challenges that will have a major impact on their VET systems: anticipation; management training; improved initial VET; continuing training; training to combat social exclusion; and supporting measures.
