Summary: | A formative committee conducted a developmental study to produce a program evaluation instrument (PEI) that would be effective in conducting an adult basic education (ABE) program evaluation study at Nicolet Area Technical College (NATC). Five procedures were used to complete this product. First, a literature review was conducted that assisted in the development of the product validation criteria. A review of benchmark studies for program effectiveness provided direction in the evaluation instrument completion. Second, basic education staff held a series of investigatory meetings at which demographic trends affecting the ABE program were outlined. The information obtained that was used to develop the validation criteria for the PEI. Third, the formative committee refined the validation criteria, which included monitoring and screening data, indicators of program quality in ABE, and development of the PEI. Fourth, all criteria considered critical in an effective PEI were measured as a standard against the developed PEI. The PEI was determined to be appropriate for the intended use. Fifth, the PEI was presented to the summative committee, which validated that the PEI met required criteria and was appropriate for the ABE program's evaluation process.
