Seven appendixes, which comprise the bulk of this report, include: the Kentucky Department of Education Best Practice Guidelines; the Kentucky "Effective Lesson Design Checklist for Classroom Instruction"; Kentucky recommended readings; the North Carolina Department of Public Instruction's "Assistance Teams: Partners for Excellence.
