520 |a The Georgia Department of Education provides data on the status of its public schools in the following categories: student population trends from 1980 to 2002; estimated annual costs for new schools based on the current rate of student population; funding for Georgia's capital outlay program from fiscal years 1981 through 1998; regular entitlement earnings for fiscal years 1982 through 1998; new school openings during fiscal years 1990 through 1998; and the total statewide capital outlay program needs. In general, the data reveal that student population trends are expected to grow each and every year and that the total estimated annual funding needed for new schools to accommodate this growth is nearly $276 million. Additionally, it shows an average of 39 new schools were opened each year during the last 9 years, with elementary schools contributing over half the number. Finally, total capital outlays for construction program needs were continually short funded from between $700,000 to approximately $1 million. (GR)
