It opens with a summary of the state's higher education budget for fiscal year 2002-2003, and then discusses higher education in a statewide context. Trends are noted for general fund and operating budget expenditures, and comparative funding indicators are identified. Enrollment trends are discussed, and information is provided on degrees conferred and position trends. A section discusses tuition and fees, followed by a description of state and student shares of costs and student aid and statutory waivers of tuition costs. The final section discusses the capital budget of Connecticut's system of higher education. The operating budget for higher education in Connecticut sends a clear message from the Governor for fiscal restraint. While the recommended budget for fiscal year 2003 represents an increase over the budget for fiscal year 2002, it falls below the original appropriation. Higher education's share will remain at the 4.4% level in fiscal year 2003. From 1990 to 1997, enrollment in Connecticut's public higher education system declined, but since fall 1998, enrollment has increased, and has now reached a peak at about the previous 1990 high point.
