Summary:This report reviews the experience of the last couple of decades in education reform and the use of standardized testing during that time. It tells of success and achievement and of missteps and problems in the implementation of all the elements of standards-based reform. The report suggests that getting education reform on course involves the recognition that the focus has shifted so much toward testing that some balance needs to be restored, clearly focusing on curriculum and instruction. Many important questions are not being asked about the correct and broader uses of tests. Better quality tests are needed for accountability, and new tests are needed to help teachers improve instruction. An authoritative voice must be created for constructive and responsible testing and assessment data to help organizations dedicated to reform. It is also necessary to create an indicator system that permits tracking progress in each element of standards-based reform. (SLD)
