This process involves a large measure of human judgment and politics and a sense of what the system will bear, as well as statistical principles. There are methods and practices that policymakers should understand in order to have as valid and reliable a system as possible. Test-centered, examinee-centered, and compromise methods are reviewed. It must be recognized that all methods of setting cut scores are technically imperfect, and that standards need to be clear.
