This process involves a large measure of human judgment and politics and a sense of what the system will bear, as well as statistical principles. There are methods and practices that policymakers should understand in order to have as valid and reliable a system as possible. Test-centered, examinee-centered, and compromise methods are reviewed. It must be recognized that all methods of setting cut scores are technically imperfect, and that standards need to be clear. Choosing the most effective method of setting cut scores depends on the context of state standards and the format of state tests. (Contains 11 references.) (Author/SLD)
