520 |a This study attempts to fill a gap in information about the effects of immigration in California and the policy trade-offs it engenders. The study provides an assessment of 30 years of immigration in California, home to one-third of the nation's immigrants, including a profile of the changing character of immigrants and their effect on the state's population, economy, and public sector. The focus is on aspects of immigration that are most amenable to quantitative analysis, such as immigrants' characteristics, contributions to the economy, effects on other workers, demand for public services, and educational and economic success of immigrants and their children. Although the characteristics of immigrants have changed over the past 30 years, California's economy continues to benefit from immigration. However, the magnitude of current flows and the high number of poorly educated immigrants, combined with changes in the state's economy, have increased the costs of immigration to the state's public sector and to some native-born workers. More immigrants, at 1.8 million, entered California in the 1970s than in all prior decades together, and that number nearly doubled again in the 1980s. If the current trends that result in so many poorly educated immigrants continue, there will be serious long-term issues for California. This is especially apparent in the area of education, for immigrant children lag behind others at present and may continue to do so. Current policies for California need to address two issues in particular: illegal immigration and the special relationship between the United States and Mexico. In addition, the federal government should help the state with the impact of immigration. (Contains 30 figures, 86 tables, and 161 references.) (SLD)
