Summary:The Texas Education Agency identified the need to implement an evaluation system of performance standards for selected vocational education programs as required by the Perkins Act. The project developed criteria to assess vocational education in secondary schools in Texas. Two objectives were met during 1990-91: conduct background research on performance standards and delineate model performance standards for programs. A review of the literature, a survey to which 37 states responded, consultation with an advisory committee, and drafting and critique of performance standards and measures were used to accomplish project objectives. Several questions related to project results and accomplishments were addressed: What are the new evaluation requirements in the Perkins Act? What guidance literature meets Perkins requirements? What are other states doing in program evaluation? How should local requirements of the Perkins Act be met? and What procedures ensure accountability for Texas secondary vocational programs? It was concluded that Texas is proceeding toward a useful evaluation system, but the project is substantially behind schedule. Attention to coordination of postsecondary programs with business/industry was recommended.
