Summary:This report reviews fiscal and program operations of the National Technical Institute for the Deaf (NTID), operated by the Rochester Institute of Technology (RIT) in Rochester, New York. The report found that some NTID expenditures of federal funds were for purposes not directly related to operating NTID as required. While total enrollment at NTID had declined about nine percent since the 1987-88 academic year, the percentage of NTID students enrolled in academic programs at other RIT colleges had increased from 20 percent to 30 percent. The costs to NTID for paying tuition and providing support services such as interpreting and note-taking for these students took an increasingly larger share of NTID's financial resources. NTID's faculty who teach technical courses had decreased only marginally, despite a 20 percent decrease in the number of students enrolled in NTID's technical programs. NTID's federal matching endowment fund, set up by Congress to promote the Institute's financial independence, will not significantly decrease NTID's reliance on federal financial support in the near future. Although the Education of the Deaf Act has required reviews of NTID since 1986, the Department of Education has not conducted evaluations of NTID's education programs and administrative operations, and RIT has not had independent audits performed of NTID's programs and activities. Appendices provide statistical data and background information relating to the study along with comments from the Department of Education and from RIT. (JDD)
