Summary:This monograph encourages counselors to embrace a comprehensive, programmatic approach to counseling by helping them develop their own versions of comprehensive guidance and counseling programs. The approach adopted here is based on some of the following assumptions: students need support as they strive to achieve their full potential, all students need developmental/preventive activities to help them manage crises, guidance and counseling is an integral program within the school curriculum and involves instruction as well as handling emergent/crisis situations, and much student behavior is observable and, therefore, can be measured as outcomes. Accordingly, this publication outlines the nature of an outcome-based approach and presents a model for outcome-based comprehensive school guidance and counseling. It describes the role of evaluation, provides sample student outcomes for each level of schooling, and gives an example of a counseling program plan. Also offered is an annotated list for further information and some sample monitoring forms and some informal evaluation tools. Although the approach described here is not simple to incorporate and requires considerable coordination, it should reduce the overlap of resources, provide more efficiency of service delivery, and will furnish greater accountability and increased impact on students' lives.
