Summary:This manual is designed to assist California school personnel to respond to the increasing diversity in student populations, with a change process based on principles of shared leadership through a decentralized site-based management method. The organization change model utilized by the pilot schools is the California Local Education Reform Network process. The first chapter provides an overview of how the nation in general, and California in particular, have responded to the pressures of change in the schools. The second chapter looks at the organizational readiness stage of needs assessment, including securing district and site leadership commitment to change, the site-based management decision to restructure, and new roles for participants. Chapter 3 focuses on the orientation stage of needs assessment and covers such aspects as selecting a site leadership team, writing a mission statement, and data collection. Risk assessment and diagnosis are the focus of the fourth chapter, which offers guidelines for analyzing the situation, obtaining technical support, and reporting to the school community. Each of the next four chapters addresses an aspect of implementing for quality achievement. The four aspects are: (1) prescription (such as organizing for planning and building consensus); (2) intervention (converting plans into action and maintaining momentum); (3) evaluation (monitoring dimensions of change and evaluating results); and (4) institutionalization (favorable conditions for institutionalization and removing institutionalization barriers). Appendices provide sample materials used in specific school districts. (Contains 47 references.)
