| 520 | |a As part of a study of the pros and cons of organizing regional educational service agencies to provide special programs and services involving media technology to groups of local districts that find it difficult to meet such needs when acting independently, a survey of state departments of education was conducted to gather information about education service agencies (ESAs) currently in operation. Four categories of ESAs were identified: (1) permissive--states with specific legislation encouraging local school districts to develop educational service centers on a voluntary basis; (2) mandatory--states with legislation mandating local school districts to form centers and making membership mandatory; (3) mandatory/voluntary--states with legislation mandating the formation of centers but leaving local school district membership voluntary; and (4) no legislation. Within each of these classifications, the history, structure, activities, and funding of ESAs providing services in the area of media technology are described. These descriptions represent ESAs in the following 26 states: Tennessee, Idaho, Wisconsin, Pennsylvania, New York, Illinois, Washington, Iowa, New Jersey, Oklahoma, Michigan, Nebraska, Indiana, Georgia, Missouri, Florida, North Carolina, Arkansas, Texas, Delaware, Hawaii, Alaska, Maine, Louisiana, Oregon, and Minnesota. Four references are included as well as a list of relevant publications from 14 states, and the appendices include maps and other state-provided information, breakdowns of types of ESAs and media technology, a list of equivalent ESA terms, and a copy of the letter/survey form used for the study.
