It shares the Coalition's perspective on the welfare employment issue and proposes several initial strategies local advocates or policymakers might use in considering proposed or ongoing welfare employment initiatives. The publication outlines what is known about work and welfare: (1) most adults on Aid for Families with Dependent Children (AFDC) want to work; (2) mandatory participation in work programs is counterproductive; (3) some recipients need substantial help to become self-sufficient; (4) no work program can succeed without jobs at the end; (5) AFDC recipients cannot be asked to neglect their families; and (6) genuine welfare reform is long overdue. A framework is offered for putting together a meaningful welfare employment program. It includes oversight design and coordination, communication; intake, assessment, and counseling; and information, innovation, and evaluation. A comprehensive menu of choices is recommended--training and education, placement, support services, job creation, and protection of recipient rights. Finally, implications for state policymakers and advocates are set forth.
