This report examines empowerment of individuals through community education and applies those lessons to Appalachia. The South Carolina Sea Island Citizenship Schools were formed and supported during the 1950s by the Highlander Folk School (Monteagle, Tennessee) to provide literacy training for blacks in South Carolina who were required to read a section of the state constitution to register to vote. The first teachers developed techniques relevant to the unique needs of these students, using vocabulary and spelling lists from their everyday language. Spread of the schools was rapid and within five years there were 700 teachers and 50,000 new voters. "Empowerment" means people learn to recognize and address injustice in their own lives. Examination of letters, tapes, and interviews shows that students, teachers and others in the Sea Island communities were empowered through the Citizenship Schools. Appalachian residents can learn from this experience in an isolated poor area similar to their own. Four needs for Appalachian residents are cited: people must learn to identify their own problems; to ask questions about the differences between democratic ideals and realities; to act, working together; and to find and develop courageous teachers who will help students satisfy the first three needs.
