Summary: | This report to the governor and legislature of Oregon discusses the status of child care in that state. In 1985, the Oregon legislature created the Oregon Commission on Child Care to address the issues, problems, and alternative solutions that were critical to the development of accessible, affordable, and high quality day care services. The commission endorsed the following principles: (1) the quality of child care programs should be strengthened; (2) the supply of quality child care programs should be expanded; (3) child care should be made affordable for low-income families and students; and (4) child care providers deserve a living wage. Findings and recommendations are discussed in terms of: (1) quality in child care programs; (2) establishment of an office of child care; (3) state regulation of child care services; (4) the process of making child care affordable; (5) encouragement of employer and corporate involvement; (6) day care for special needs children; (7) current Oregon appropriations; (8) child care resource and referral services; (9) liability insurance; (10) school-age child care; (11) parental leave; (12) infant and toddler care; and (13) funding issues.
