Summary: | This working paper is the result of a 1-day colloquium on distance learning, and its basic purpose is to give specialists in distance learning a better understanding of the rapid changes occurring in telecommunications technology and policy and their implications for the future of distance learning. The first of four sections of the paper provides an overview of the interaction between telecommunications technology and policy and distance learning, and gives examples of ways in which these technologies and the services based upon them can be used to support distance learning. Technological changes are addressed in the second section, and the third outlines nine broad policy issues illustrative of the scope and depth of the telecommunications policy issues that may affect the delivery systems available to provide distance education. The last section suggests ways that educators and distance learning specialists can influence the outcome of the telecommunications policy debates.
