520 |a This report evaluates the Seattle (Washington) Public Schools Interagency Programs, a joint state-city-school district effort to educate youth who are on parole or probation. Since its inception in 1970, the program has expanded to include homeless youth, youth who are practicing or recovering substance abusers, and other youth who are at-risk of juvenile delinquency. Each site was assessed in terms of the following program objectives: (1) regular attendance; (2) the student's ability to set goals and measure progress toward those goals; (3) improvement in mathematics and reading achievement; and (4) positive school experience. Evaluation information was drawn from observations and staff interviews at the 13 program sites, a student survey, and student records. Each program is described, including a case study of a typical client, a summary of responses to the student survey, and an assessment of program outcomes. Cross-site student concerns are summarized. Recommendations include a reexamination of behavioral, attendance, and achievement objectives, improvements in developing and reporting student objectives, and incorporation of student suggestions. A description of how preprogram attendance was determined, and analyses of student responses to two survey questions are appended. (FMW)
