Sections two and three contain a statement of purpose for elementary visual arts education and a definition of art learning. Section four provides the bulk of the document. Major artistic concepts--line, shape, value, color, texture, mass, space, rhythm, balance, contrast, and dominance--are each defined and tagged to content objectives (productive art, art criticism/appreciation, and art in historical/cultural context) and grade and ability levels. Remaining sections of the document focus on art activities, art media, a color unit, understanding art content, art resources, evaluation, art and the elementary curriculum, art for special children, and restrictive art practices.
