| Summary: | This volume reports study findings regarding teacher recruitment and retention patterns in the District of Columbia Public Schools, characteristics of the D.C. teaching force, incentive plans already operating in the District, and comparative financial incentives for attracting and retaining teachers in the system. It describes certification and other personnel policies in the District and reports the results of an assessment of the currently used teacher evaluation process in D.C. Finally, the volume presents the findings of a districtwide survey of teachers and principals about their views of existing and proposed incentives for teachers.
