Summary:This guide is intended to assist vocational education administrators and teachers in developing and implementing competency-based vocational education (CBVE) programs. Section I discusses the purposes of this guide, which include administrator use in planning staff development programs and teacher educator use as a reference for students in preservice and inservice programs. Section II defines CBVE. The major characteristics of a CBVE program are discussed. Section III provides information on CBVE syllabus development. The components of a syllabus are listed, and other elements that might be included in a syllabus are suggested. Section IV identifies the components of a CBVE lesson plan. Optional elements are suggested. Appendixes, amounting to one-half of the guide, include a glossary of CBVE terminology, a listing of CBVE resources and bibliography, sample course syllabi and lesson plans, and program evaluation checklist for competency-based education.
