Summary:In May 1985, the New York State Board of Regents approved a series of action recommendations designed to enhance the use of learning technologies and telecommunications in the state. The 15 recommendations are related to three major goals: (1) excellence--interactive learning technologies and telecommunications should be used to achieve quality within the New York educational system and applications should reflect the highest standards; (2) equity--technological resources, including the information conveyed by these technologies, must be available to all on an equitable, nondiscriminatory, and nonstereotyped basis; and (3) efficiency--use of technologies should be employed to achieve better use of educational resources and enhance professional effectiveness. Initiatives undertaken by the Education Department to implement these recommendations are presented in this report within the context of the appropriate goals. At the April 1986 meeting of the Regents Advisory Council, several major policy implications of technology applications were considered and the council's recommendations are included in this report along with an outline of directions to be taken during the second year of this program.
