Volume II is an instrument for consultation. Chapter 8 (the first seven chapters appear in volume I) looks at the lifelong learning prospects of Canadians--the challenge, the answer, and the need to complete the new national training direction. Chapter 9 offers a framework for change. It elaborates upon an inserted worksheet that provides options in support of the retraining, upgrading, and updating of working Canadians. On the worksheet, each option is categorized according to a set of design principles: access, equity, mobility and portability, financial support, coordination, and involvement. Chapter 10 presents policy options and mechanisms in support of a lifelong learning strategy for Canada. These are divided into changes to existing policies and programs, changes to legislation and collective agreements, tax changes, new institution and funding sources, pilot projects and joint action, and support mechanisms for participation. Each option is discussed in terms of description and mechanism, purpose, funding, and delivery. The right-hand pages contain the continuous narrative. On the left-hand pages are found quotations, bons mots, data, information, and tables from many sources to support and detail the learning concerns of Canadians about the advent of new technologies and the restructuring of the world of work. Appendixes include a list of background papers and a bibliography. (YLB)
