Summary:During the decade of the 1990's, financing will become a primary concern for most community colleges. Developed to address the need for a more comprehensive understanding of issues related to finance, this report reviews the predominant community college financial trends for the 15-year period from 1976 to 1991. Divided into sections covering three 5-year periods, the report provides detailed annotations for 68 major bibliographic sources. Each section is preceded by a narrative summary of the primary trends for the designated period, outlining the material reviewed in that section. The 24 sources reviewed in part 1, covering the period 1976-1980, reflect the concerns generated by the declining economic conditions that began in the late 1970's. This literature falls into the three main areas of: planning, budgeting, and fiscal management; fund raising; and state funding. The 20 sources examined in part 2, covering the period 1981-1985, focus on the following major topics: conferences and research studies related to financial trends and concerns; suggested management strategies for dealing with financing problems; and state funding issues. In the final section, covering material from 1986-1991, the 24 annotated sources reflect a growing interest in the development of new revenue sources for community colleges; the identification of methods to control costs; and information about state funding issues. Included in this section are materials dealing with the following topics: foundations; auxiliary services; contract training; planned giving; non-cash donations; proactive management; formula funding; and financial aid.
