Summary: | This report analyzes the current educational reform movement by drawing heavily on the parallels between it and contemporary efforts to reform work. It argues that current initiatives which are often solely associated with vocational education can form the basis of an education reform strategy that applies to all students. Based on information from current reform initiatives, research on changing needs in the economy, and knowledge of experience with the contemporary reform movement in the organization and nature of work, the report develops an integration strategy for educational reform. The report then evaluates the extent to which that strategy has been implemented in three large cities: New York, Philadelphia, and Chicago. The case studies of the cities have been written to stand on their own--that is, they are useful for readers interested in each of the cities--and to suggest the complexities and uniqueness of educational reform efforts at the local level. These sections focus primarily on vocational and occupationally oriented education at the secondary and community college levels--the points of closest contact between the educational systems and local workplaces. This analysis also addresses the issue of whether a strategy that complements current changes in work can also affect the persistent problems found in minority education. Appendixes include a list of 150 references and a 48-item bibliography. (YLB) |
