520 |a In a study prompted by the need to standardize the reporting of educational progress of adult language minority students in Illinois, a commonly used adult English-as-a-Second-Language (ESL) reading test was compared with two frequently used Adult Basic Education (ABE) reading tests. The testing instruments used were the ELSA (English Language Skills Assessment, also called CELSA), the ABLE (Adult Basic Learning Examination), and the TABE (Test of Adult Basic Education). These tests were identified through a preliminary research project conducted in 1988 by William Rainey Harper College in Palatine, Illinois. More than 1,500 adult ESL students enrolled in Mainstream English Language Training (MELT) classes in the metropolitan Chicago area were tested. A strong correlation was found between the CELSA and TABE tests, although the strength of the correlation was not enough to reliably predict the scores for one test based on the other. However, this study indicates that the CELSA could be considered as a viable option to use with adult ESL learners in place of a standardized English native speaker normed test. The study also suggests the feasibility of using the TABE with adult ESL students at high-intermediate MELT levels. It is concluded that dichotomies found in most adult education programs between ESL and ABE coursework and sequences need to be reviewed. It should be possible to design parallel programs that allow for the merging of ESL students into a transitional program or curriculum much earlier than previously thought. (Contains 7 references.)
