| Summary: | This paper provides recommendations for the development, implementation, and evaluation of a demonstration program designed to assess direct lending as a replacement for the current federal student loan program. It offers a list of principles which the demonstration project should address. Recommendations include: (1) maintenance of student accessibility to loans; (2) testing and evaluation procedures that include representatives of the present system; (3) the consideration of community service and income contingent repayment plans; (4) the need for the states to have an important role; and (5) proportionate student fee reductions reflecting cost savings. The concluding opinion of the report is that the proposed demonstration project should remain a pilot program until it can be demonstrated that direct lending is the better alternative. If that occurs conclusively at the end of the test period, and the operation of parallel systems is deemed impractical, the present system should be replaced and a transition into the new program completed. If the demonstration fails to show that direct lending is the more effective approach, then the present private-public partnership, exhibiting the modifications adopted during the demonstration period, should be continued.
