Summary: | This document describes the numbers of Minnesota students who are actively selecting their schools, and the number of Minnesota school districts offering options from which families may select. The first section explains the different kinds of school choice offered to Minnesota students. The second section illustrates the change in Minnesotans' attitudes toward public school choice, as measured by 1985 and 1992 polls. Section 3 describes the students classified as "active choosers" and those students who were not included in this report. The fourth and fifth sections summarize research on Minnesota students and schools. Section 6 offers comments from students and teachers participating in the state's school choice programs. Steady increases have been demonstrated in the number of students and families who actively selected a public school, used open enrollment, and used "second chance" choice options; the number of educational options available to Minnesota families; and the number of rural "schools within schools." Youngsters report that their lives changed dramatically because of the options available. Finally, statewide polls indicate that support for cross-district public school choice rose from 33 percent in 1985 to 76 percent in 1992. Ten figures and two tables are included. Appendices contain lists of state-sponsored alternative programs, state-designated area learning centers, other within-district alternatives, and enrollments of within-district choice programs.
