Summary:This document consists of materials developed and used by a project to research and design a prototype plan using the television program "Reading Rainbow" and the resources of the Western New York Public Broadcasting Association to cultivate family literacy. An executive summary presents findings from the six focus group discussions of the intended target audience. Information from these key stakeholder groups--parents, teachers, literacy providers, children, principals, and parent coordinators/networks--is provided to assess the current use of public television in Western New York, public television's role in supporting family literacy connections, and use of "Reading Rainbow" as a bridge to family literacy. A final report on an outreach initiative describes the following: project goals, composition of the community advisory group, design and implementation of the outreach plan, television and outreach prototype designs, and impact of the initiative and prototype designs.
