After a brief introduction, the study analyzes the historical roots of their underdevelopment, focusing on the considerable exploitation of the Cree by whites. The results are most visible in the cultural, economic, and geographic "enclave" in which the Indians reside. A second section of the report examined the social and cultural adaptations which the Cree have worked out in their efforts to survive in the changing world around them. The "opportunities" offered them by the dominant society are viewed from the perspective of their inadequacy in coming to grips with many viable features of Cree life. Values underlying present policies are discussed and recommendations made which involve: (1) increasing the economic opportunities of the Cree; (2) reorganizing and, thereby, rendering more effective, the educational system; and (3) establishing an Indian social development program.
