520 |a Two basic purposes can be discerned in the material: (1) to provide public school administrators with source material to use in their consideration of the growing problem of student unrest in Pennsylvania's public schools; and (2) to heighten awareness of the seriousness of the problem. Prevention is a major focus of this publication, as evidenced in the sections on identification of potential unrest and actions to avoid student unrest. A briefly elaborated but comprehensive set of procedures for resolving overt student unrest are presented. Also dealt with are the role of the Board of Education and the most recent court statements involving the legal questions raised by the issue of student unrest. The publication concludes that the school environment is the focus for change, that student compliance must largely be a voluntary act, and that boards of education, administrators, teachers, students, parents and the entire community must learn and must change in order to effectively resolve the problems which precipitate student unrest and which result from it.
