Summary:This is one of six related reports that describe the effects of the current Title I funds allocation formula and examine several alternatives. This particular study focuses on the effectiveness of Title I in directing Federal education funds to school districts and schools serving low-income children. The Title I formula provides, in general, that each school district shall receive for each eligible child, 40 percent of the average per-student expenditure in that district's state. The actual allocation process involves three stages: the Office of Education allocates funds to counties; states, sometimes using different criteria, allocate county grants to school districts; and school districts, using their own criteria, allocate Title I resources to schools. This study examines the effectiveness of the overall formula in allocating funds to low-income counties and districts, as well as the effects of the flexibility permitted states and districts in selecting their own criterion. It also compares Title I to other Federal and State programs to examine the extent to which Title I redistributes funds to low-income areas and equalizes educational expenditures on low-income students.
