Summary:Described is a statewide plan for the elimination of a dual system of higher education in Arkansas. The plan was developed in response to a January 1969 notification of the governor by the U.S. Office for Civil Rights that the state's higher education system was in violation of Title VI of the Civil Rights Act of 1964. Six sections form the contents of the report: (1) background and development of the plan; (2) the history of higher education in Arkansas; (3) disestablishment of the structure of the dual system; (4) desegregation of student enrollment; (5) desegregation of faculty, administrative staffs, nonacademic personnel, and governing boards; and (6) submission of plans and monitoring.
