520 |a Overall enrollment trends (changes) in each sector (state-owned, state-related, community colleges, state-aided, and private colleges and universities) of Pennsylvania higher education over the last 10 years are examined and the conditions that impact on these changes are identified. The variables included for the analysis are divided into four groups: demographic, economic, costs (such as tuition), and equalizers (such as financial grants). Data are presented indicating that although there are differences in the cost of a postsecondary education among the five sectors, there are indications that these differences are decreasing. Related research suggesting that increasing costs are related to declining enrollment is summarized. For those variables selected, data were originally collected from 1967 through 1976 by higher education sector. The correlation of the demographic variables with full-time freshman enrollment changes in the five sectors seems to indicate a high relationship. The statistical relationship between the community colleges and the state-aided and private colleges was found to be negative as was the relationship between the state- related and private colleges.
