Summary:The role of the principal as instructional leader, the teacher evaluation process, and their interrelationship were the foci of this study, designed to assess how practicing teachers feel about these phenomena; i.e., how they perceive them and what are their expectations. Background information for further development and field testing of theories and models related to these issues are provided. In particular, information related to the problem solving approach to teacher evaluation was sought. The specific objectives of this study were to assess practicing teachers': (1) perceptions of present principals as instructional leaders; (2) expectations for principals as instructional leaders; (3) perceptions of the teacher evaluation process; (4) expectations for the teacher evaluation process; (5) readiness for the problem solving approach to teacher evaluation; and (6) differences in perceptions, expectations, and readiness by sex, sex match with principal, sex of principal, type of teacher, size of school, type of school, tenure status, and locus of control. Forty seven hypotheses were used for this study and 247 employed teachers responded to the questionnaire. Results of the first five stated objectives of the study are presented in narrative discussion and statistics obtained from the sixth objective are presented in tabular form.
