The resegregation, rather than desegregation, of elementary schools in 1977-78 is documented. It is shown that 12 elementary schools have never been in compliance with desegregation guidelines since the program's inception; that although most of the 28 schools exempted from busing in 1975 have maintained an adequate racial balance, black enrollment at four of these schools has moved above court maximums; and that schools were generally more segregated in 1978 than they were in 1975. Practical recommendations are made to school administrators about how the situation can be rectified. (WI) | ||
