Summary:Baseline enrollment projections for New York State are presented, and various events that could alter the projections are examined. Almost all institutions will probably experience some enrollment decline, but the magnitude of the decline will vary across and within types of institutions. Possible sources of students are examined to encourage institutional preparedness, and areas for statewide policy development are suggested. Major trends in population and college enrollment in New York State expected between now and 1990 are summarized, and basic information relevant to student access and participation is presented. The importance of demographic shifts and institutional competitive position on the distribution of enrollments and the fortunes of individual colleges is illustrated. The possibility of increasing participation rates for specific population groups is considered, and the impact of shifting participation rates is simulated for cases of improved institutional attractiveness and implementation of a part-time Tuition Assistance Program.
