Summary:School-based management is an educational reform intended to reverse the trend toward increasing centralization of school administration. Though it has been claimed that centralization increases financial and educational equity, aids efficiency, and eases administration, examination of these claims reveals them to be based too often on incomplete, inappropriate, or idealistic assumptions. Proponents of school-based management argue that many decisions affecting personnel, curriculum, and the use of resources should be decided at the school level by the people who are most aware of the local needs. Implementation of school-based management requires redefinition of the roles of central office personnel, principals, teachers, parents, and other members of the community. Provision of choice in education is an important element in any plan. Considerations at the state level include the relevance of state requirements, the existence and condition of management information systems, the effects of funding, the revision of performance standards, and the encouragement of change.
