| Summary: | With the purpose of supplying information on school district reorganization to school districts in Minnesota, this report begins with an overview of reorganization, including a definition of terms, an investigation of the impetus for reorganization, and a discussion of the manner in which school district reorganization legislation is usually enacted. Examination of the findings of national reorganization studies offers information on the relationships between school district size and student achievement, between cost and quality of education, and between class size and student achievement. Studies of school district reorganization in Minnesota are reviewed from an historical perspective. The report concludes that reorganization of school districts is not a panacea for educational problems. The lack of consensus on defining and measuring student achievement further complicates the task of evaluating the efficacy of reorganization efforts. (Author/WD) |
