Summary:The handbook on progress evaluation was prepared for workshop participants. The Center for the Study of Evaluation (CSE) conducts a series of workshops for administrators and other evaluation team personnel. Specific exercises and activities are suggested using the five stage evaluation model. The phases are needs assessment, program planning, implementation, progress, and outcome evaluation. Participants are asked to categorize evaluation activities according to the five stage model. Implementation and progress evaluation activities are delineated. Evaluator trainees are assigned exercises in constructing affective measures. Evaluation measures should be selected according to an established set of criteria. The criteria must be ranked in order of relative importance. The logistics of organizing progress data are discussed. Results of evaluative measures must be gathered and presented in a report to decision makers. Practice in preparing these reports is part of the workshop training. This is done following a data analysis of results. This workshop is designed for detailed examination of the progress evaluation phase of the CSE evaluation model. (DWH)
