Summary:This handbook, prepared by the Barrier Resolution Project in the state of Washington, includes specific instructions, materials, and checklists of equipment necessary for an outside facilitator to assist in the development of cooperative problem solving and planning related to special education. After introductory material including "keys to success" and a working definition of a district team, the first section enumerates group and individual responsibilities for the steering committee, for the district, for facilitators, and for the state Office of the Superintendent of Public Instruction. The second section, "Before You Begin," provides instructions and suggestions with respect to selecting facilities for two-day meetings and preparations for training, along with a checklist of supplies and equipment. The rest of the document provides a presentation plan for facilitating a team meeting, including step-by-step instructions and hints for the facilitator, questions for discussion, and worksheets. A Barrier Resolution Process evaluation sheet is included. (TE)
