Summary:This document comprises Vermont's final Five Year Management Report to the National Institute of Education on its Capacity Building Dissemination Project grant (1980-1985). The overall goals of the grant were (1) to develop a two-way communication network among the Vermont Department of Education, other public and private agencies, and Vermont local school districts; (2) to identify existing educational information currently available for distribution; (3) to identify, collect, and evaluate new and potential education information resources within Vermont and put them into format for widespread dissemination; and (4) to plan for future dissemination needs of the state by exploring computer-based dissemination systems. After a brief introduction, the paper discusses leadership positions and responsibilities as they evolved over the five-year period. Existing resources are described, including the ERIC system, the Vermont Educational Resource Base (VERB), equity packets, and computers. The fourth section discusses linkages with Vermont's Resource Agent Program, its Inservice Institute, the Vermont Educational Computer Technology Organization (VECTOR), and other state and federal agencies. The final section discusses plans for institutionalization of the project. Extensive appendixes provide (1) impact studies conducted during the five-year period of the grant and (2) a detailed comparative table showing results of the project. (TE)
