This report also reviews survey data on the attitudes of teachers and principals toward the value and implementation of the career teaching role and analyzes the potential of a loan forgiveness program for career teachers as a strategy to improve student learning and the attractiveness of teaching careers. Based on survey results, a majority of Minnesota teachers believe that another teaching or administrator role in education could provide more satisfaction than their current teaching jobs. No one alternative teaching role emerged as a clear favorite of teachers. Based on the study, it was recommended that the state not establish a loan forgiveness program for career teachers under the Minnesota Improved Learning Law. (SI)
