This report on the study outlines the various forms networking can take, provides examples of major networks and institutions currently practicing in the field, and ends with some concrete proposals. The main conclusion is that the body of knowledge or discipline termed "social sciences" cannot be separated from other human activity; it is felt that the social sciences in western Europe exclude a wide range of topics that need to be included in developing countries when considering the development of an information system. It is further concluded that while implementing such a network may be feasible technically, it may not be feasible for institutional, financial, or political reasons. It is also pointed out that there is a shrinking availability of money for such development, and that this is forcing people to be more critical about undertaking such activities. Finally, it is concluded that an incremental improvement of cadre and institution building is needed rather than a grand design, and that such improvement will require a cadre of trained social scientists and information scientists who understand the principles of information system design and can adapt them to the tasks of institution building.
