The mandate of the Board extends beyond the interests of the individual colleges and universities that make up the system, to embrace all aspects of the delivery of educational services to the citizens of the state. The Board finds that the need exists to evaluate the effectiveness of existing and new programs to determine the extent to which these programs are attaining their objectives. In its first annual report, the areas reviewed are: the status of higher education in the state (including enrollment, costs, degrees awarded, trends in racial composition, and student progress); issues in and recommendations for master planning, finance, student loan programs, equal educational opportunity, and accreditation and approval; and Board activities. The Board's organizational chart and committee memberships are included, as is a list of its publications. (Editor/MSE)
