520 |a This is a letter to Chancellor Irving Anker of the Board of Education of The City of New York from the Office for Civil Rights, Department of Health, Education, and Welfare. The letter concerns the results of an investigation of complaints filed with the Office for Civil Rights alleging employment discrimination by the New York City School System. New York City is found in non-complaince with both Title VI of the Civil Rights Act of 1964 and Title IX of the Education Amendments of 1972. Among the violations that are cited and discussed are the following: (1) the school system has denied minority teachers full access to employment opportunity through the use of racially discriminatory selection and testing procedures, (2) the school system has assigned teachers, assistant principals and principals in a manner that has created, confirmed and reinforced the racial and/or ethnic identifiability of the system's schools, (3) the school system has assigned teachers with less experience, lower average salaries and fewer advanced degrees to schools which have higher percentages of minority students, (4) the school system has denied females equal access to positions as principals and assistant principals throughout the system, (5) the school system has provided a lower level of financial support for female athletic coaching programs, and (6) the school system has deprived female teachers of seniority rights and other compensation through failure to eliminate the effects of past discriminatory leave policies.
