Summary: | This report analyzes the impact of California's 1972 Senate Bill 90 and 1973 Assembly Bill 1267 as they have affected public school finance in California. The portions of SB 90 and AB 1267 that pertain to operating school districts contain general property tax rollback and revenue limit features, as well as mechanisms designed to lessen the disparities between high wealth/low tax districts and low wealth/high tax districts, as targeted by the Serrano case. Separate sections of the report focus in turn on state aid apportionments and school district revenues without SB 90 and AB 1267, apportionments and revenues with SB 90 only, apportionments and revenues with AB 1267 only, apportionments for programs for educationally disadvantaged youth, tax rates affected by SB 90 and AB 1267, the extent of expenditure equalization per average daily attendance, the impact of SB 90 and AB 1267 on county superintendents of schools, revenue for early childhood education, and school district use of additional state aid provided by SB 90 and AB 1267.
