Summary:The purpose of this report is to present and prioritize the major environmental, safety, and social/institutional issues associated with the further development of Solar Total Energy Systems (STES). Solar total energy systems represent a specific application of the Federally-funded solar technologies. To provide a background for this analysis, the basic concepts of STES are reviewed, as are their resource requirements. The potential effects of these systems on the full range of environmental concerns are then discussed in terms of both their relative significance and possible solutions. Although the development of STES will contribute to environmental problems common to any construction project or energy producing technology, only those impacts unique to the solar portion of the technology are discussed in depth. Finally, an environmental work plan is presented, listing research and development proposals and a NEPA work plan which might help clarify and/or alleviate specific environmental problems.
